Hi Yang, This error is having the isExemptable flag as true. You will be able to add the policy exemption request for this policy violation and add it via the API. Please refer to this <https://developers.google.com/adwords/api/docs/guides/exemption-requests> guide on Policy Exemption for more details. You could check the Handle Policy Violation errors <https://developers.google.com/adwords/api/docs/guides/exemption-requests#code_examples> for the complete code samples.
