Hi, If you are using our Java client library, you can check out the GetAdGroups <https://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201710/basicoperations/GetAdGroups.java> Java example. Example code in other languages are provided here <https://developers.google.com/adwords/api/docs/clientlibraries>. You can use AdGroupService.get() <https://developers.google.com/adwords/api/docs/reference/latest/AdGroupService> to retrieve the AdGroups in an account and check if the AdGroup with ID 47280168706 exists in the account. If this AdGroup indeed exists in the account, please let me know. Please enable logging and provide the SOAP request and response logs so I can take a look.
