Hi Anup, You can set bid adjustments for AdGroup level CriterionUserList targeting using the AdGroupCriterionService <https://developers.google.com/adwords/api/docs/reference/latest/AdGroupCriterionService>. You will have to set the attribute bidModifier <https://developers.google.com/adwords/api/docs/reference/latest/AdGroupCriterionService.BiddableAdGroupCriterion#bidmodifier> of BiddableAdGroupCriterion with the desired bid adjustment.
