Could you confirm if you are using the AdWords API or the AdWords UI in 
uploading the GIF file? If you are using the AdWords UI, then I would 
recommend that you get in touch with the product experts at the AdWords 
Community Forum

as 
this is already out of scope for our team.

However, if you are also using the AdWords API and encountering an issue 
uploading GIFs, could you provide the SOAP request and response generated 
so I can further investigate? You may reply using the *Reply privately to
