Hi Trevor, Video Campaigns <https://developers.google.com/adwords/api/docs/guides/campaigns-overview#differences_from_the_adwords_ui> are currently supported in AdWords API Reports <https://developers.google.com/adwords/api/docs/appendix/reports> only at the moment. Have you considered In-stream video ad <https://developers.google.com/adwords/api/docs/appendix/templateads#instream_video> or Expandable video v. 1.0 <https://developers.google.com/adwords/api/docs/appendix/templateads#exp_vid_V2> listed in the template ads <https://developers.google.com/adwords/api/docs/appendix/templateads> docs? If this will not match your use case, I am afraid that there may not be a means to manage the video ads using the API.
