Hi Neha, The ADD_OPERATION_NOT_PERMITTED <https://developers.google.com/adwords/api/docs/common-errors#OperationAccessDenied.ADD_OPERATION_NOT_PERMITTED> error means that you are trying to add a campaign in a manager account, instead of a client account. Could you confirm that you are using an MCC Id for this operation? If you are, then kindly use a test client account, instead of test MCC account.
If the issue still persists after doing the suggestion, then kindly provide your clientCustomerId as well as the SOAP request and response logs so I can further investigate.
