Hi, Uploading a CSV file directly for remarketing list is not supported in AdWords API. However, you can implement on your end a code which will read a CSV file and use its content (e.g. email addresses) in adding a user list <https://developers.google.com/adwords/api/docs/samples/java/remarketing#add-crm-based-user-list>.
