Hi, You need to set the TargetingSettingDetail at the Campaign <https://developers.google.com/adwords/api/docs/reference/v201708/CampaignService.TargetingSettingDetail> or AdGroup <https://developers.google.com/adwords/api/docs/reference/v201708/AdGroupService.TargetingSettingDetail> level using CampaignService <https://developers.google.com/adwords/api/docs/reference/v201708/CampaignService> or AdGroupService <https://developers.google.com/adwords/api/docs/reference/v201708/AdGroupService> respectively. The TargetingSettingDetail will specify if a particular criteria type will be used to restrict targeting or only be used to determine the bid for this Campaign or Ad Group. This guide <https://support.google.com/adwords/answer/1209882> shows how Ads will serve based on different targeting combinations. The AddAdGroups <https://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201708/basicoperations/AddAdGroups.java#L102> Java example shows how to add targeting restrictions at the AdGroup level for PLACEMENT and VERTICAL criteria. You can perform a similar operation for USER_INTEREST_AND_LIST criteria type group.
