I'm afraid the PolicyData <https://developers.google.com/adwords/api/docs/reference/v201705/FeedItemService.FeedItem#policydata> field is not filterable at the moment. You'll have to post-process the response to get the disapproved FeedItems. If you are retrieving a large number of FeedItems, you can use the Placeholder Feed Item Report <https://developers.google.com/adwords/api/docs/appendix/reports/placeholder-feed-item-report> to avoid being hindered by the general limits <https://developers.google.com/adwords/api/docs/appendix/limits#general> associated with AdWords API requests.
