Hi Bala, As per the list of supported operations <https://developers.google.com/adwords/api/docs/guides/batch-jobs#supported_operations> for BatchJobService, uploading offline conversion data is not included so you may have to do the asynchronous logic on your end.
However, looking at the faultString provided, the RateExceededError <https://developers.google.com/adwords/api/docs/common-errors#RateExceededError.RATE_EXCEEDED> was triggered by exceeding the permissible number of daily operations <https://developers.google.com/adwords/api/docs/ratesheet> for a Basic Access account. If you are indeed using a Basic Access developer token and your average daily operations and/or report downloads will exceed the permissible amount, then I suggest that you upgrade your account to Standard Access <https://developers.google.com/adwords/api/docs/access-levels#applying_for_standard_access> to have unlimited allowable daily operations and report downloads in consideration with the other Rate limits <https://developers.google.com/adwords/api/docs/guides/rate-limits> in place.
