Hi, This error indicates that you have reached the daily quota of report downloads associated with your Basic access <https://developers.google.com/adwords/api/docs/access-levels#basic_access> developer token. If you require more that 1000 report downloads per day, please apply for Standard access <https://developers.google.com/adwords/api/docs/access-levels#standard_access> by filling out this application form <https://www.google.com/appserve/fb/forms/standardaccess/>. Standard access allows the developer token to execute an unlimited number of operations per day. Once you fill out the application form, the AdWords API Compliance team will respond with an answer in a couple of business days.
