Hi Steve, The *AdWords API Center* link is only available for production manager accounts. A manager account will have the "Manager" tag before the account ID in the UI. If you don't see the red "This is a test account!" label on your AdWords account page, then the account is a production account. If you don't already have a production manager account, you'll need to create one by following these instructions for creating a manager account <https://support.google.com/adwords/answer/1704399> and then apply for API access. Could you provide your AdWords manager account (MCC) ID (e.g 123-456-7890) so I can take a look?
