Hello, I'm afraid the geo targets names are always returned in English. If you wish to get all available geo targets, you may download the file <https://developers.google.com/adwords/api/docs/appendix/geotargeting> which is periodically being updated. Through the AdWords API, you can use the LookupLocation.java <https://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201609/targeting/LookupLocation.java> (Java client library example code) that will lookup the codes of specified location.
