You would have to generate the Product Partition Report <https://developers.google.com/adwords/api/docs/appendix/reports/product-partition-report> to get the Id <https://developers.google.com/adwords/api/docs/appendix/reports/product-partition-report#id> of the items and set that as the productPartitionId when calling the *SET* operator of the AdGroupCriterionService.mutate with BiddableAdGroupCriterion. I recommend trying it first against a test account.
