Hi, You need a production manager account to apply for API access <https://developers.google.com/adwords/api/docs/guides/signup#step_2_apply_for_access_to_the_adwords_api>. Once you complete this you'll be issued a developer token with test access which can only be used to access test accounts. You would then need to apply for basic access <https://developers.google.com/adwords/api/docs/access-levels#basic_access> for your developer token by filling out this form <https://services.google.com/fb/forms/newtoken/>. Basic access allows the developer token to make API requests against both test accounts and production accounts (Production accounts are any accounts that serve real, live AdWords ads. Test accounts do not serve ads).
