Could you please try running DownloadCriteriaReport <https://github.com/googleads/googleads-php-lib/blob/master/examples/AdWords/v201609/Reporting/DownloadCriteriaReport.php> and share the result? In addition, could you tell me your PHP lib version <https://github.com/googleads/googleads-php-lib/blob/master/src/Google/Api/Ads/Common/Lib/build.ini#L1> and AdWords API version you use?
