Hi Anil, As mentioned in the AdWords product documentation <https://support.google.com/adwords/answer/6163740>, some locations are non-targetable using AdWords. However, these locations would still be associated with codes that you might see in your report. For example, the code 2364 is associated with Iran. Since these locations are non-targetable, you would not see these locations in the CSV file of the codes.
As a side note, location names cannot be fetched from the API using the Geo Performance report. However, for the locations which are targetable, you can fetch the location names using the LocationCriterionService. The locations which are non-targetable, you cannot fetch the location names using the service either. Regarding the fact that you are able to see such records in your report, could you please provide me a sample report (with the criteria IDs) so that I'm able to investigate further?
