Hi Nick, The campaign you are trying to target should meet these requirements <https://developers.google.com/adwords/api/docs/guides/bid-landscapes#requirements> before it can be used for generating bid landscapes. Essentially your campaign should have a past history on which predictions would be based and conversion tracking should be enabled for the campaign.
If this information doesn't help, could you please provide me with the SOAP XML request and response logs for the API call, so that I can debug the issue further?
