Yes, for v201607 onward. What if this keyword is active and generating traffic? Then, it should have quality scores and not marked "--" in v201607 onward if there are sufficient impressions / clicks to determine that. I was under the impression that the "--" quality score was for inactive > keywords only. In v201607, the quality score will be "--" if 1. There are insufficient impressions to determine the score. 2. The keyword was deleted. 3. The keyword has not served recently. 4. It's a display keyword whose score can't be determined.
