Hi Mounica,

If you include invalid email addresses in the request to 
AdWordsUserListService, the API will not throw any errors. Any changes you 
make to an UserList will be submitted for review and the list will be 
updated once the review has completed. I'm afraid the issue of how AdWords 
validates these email addresses is not in our scope. You can post this 
query in the AdWords Community Forum
