Hello, I am not sure what you meant by BudgetUtilizationReport.cs, as I am only familiar with the report types listed here <https://developers.google.com/adwords/api/docs/appendix/reports#report-types>. To get the account performances, you can run Account Performance Report <https://developers.google.com/adwords/api/docs/appendix/reports/account-performance-report> .
For your second question, you may refer to this link <https://developers.google.com/adwords/api/docs/samples/dotnet/reporting> for the sample code in downloading the reports in .NET. To download the report in XML format just specify DownloadFormat.XML and add the correct file extension to your filename.
