Hi Maurice, If you want to use the AdWords API to pull reports then you would need a Manager Account as the developer token which is used to access the API is associated with a Manager Account.
However, if you want to pull reports via the UI, then you don't need a MCC account. You can also use Adwords Scripts <https://developers.google.com/adwords/scripts/>, which is available through the UI, to pull report data and also schedule periodical reports.
