Hello, The developer token with test access is allowed to make API call to test AdWords accounts. The AdWords services will return DEVELOPER_ TOKEN_NOT_APPROVED <https://developers.google.com/adwords/api/docs/common-errors#QuotaCheckError.DEVELOPER_TOKEN_NOT_APPROVED> error when you try to access production AdWords API with developer token with test access.
To access production AdWords API, you could apply for a *basic access *(has 10,000 operations / day limit). Please check out the basic concepts guide <https://developers.google.com/adwords/api/docs/guides/basic-concepts#billing>for more details about the different access levels. You could apply for basic access by login to manager account(MCC) and go to the *gear wheel on* *top Right ->Account Settings->AdWords API Center*. The compliance team will review and approves the basic access application.
