Hello, If it's optional, you don't have to set that value and send to AdWords. Your users don't have to set those values. If the values are not set, AdWords will set default values.
The campaign reference page <https://developers.google.com/adwords/api/docs/reference/v201601/CampaignService.Campaign> has detailed description about what default values are. Campaigns created by API are all feature campaigns.
