Hi Rachel, Test accounts have a limit of 100 child accounts under the MCC account <https://developers.google.com/adwords/api/docs/test-accounts#differences_between_test_accounts_and_production_accounts>. Unfortunately, the ManagedCustomerService does not support the REMOVE operation <https://developers.google.com/adwords/api/docs/reference/v201601/ManagedCustomerService.ManagedCustomerOperation>, so you will not be able to delete accounts using the API. You will need to use the UI.
