Thanks again for your reply. What I need is to set the bid modifier as the default for the entire campaign - in other words have it apply to all negative keywords added to that campaign afterwards, like it's done on the Google AdWords site at the time of creating campaigns.
Wouldn't your suggested approach add the bid modifier to specific CampaignCriterion records and not to the Campaign as the default?
