Hi Doug, If you create a shopping campaign from UI, a default product group will be created for you. In API, you need to create one yourself. Otherwise it is an empty AdGroup and won't serve. This link <https://developers.google.com/adwords/api/docs/guides/shopping#partitioning> explains how to create ProductPartition and associate it with AdGroup. If you create only the root node with ProductPartitionType=UNIT, then a "All Products" product group will be created.
