There's a section in that guide about Audience Targeting <https://developers.google.com/adwords/api/docs/guides/increasing-mobile-app-engagement#audience_targeting>. The section mentions that if you have an app in Google Play, then you would need to link your account to Google Play. There are links in this guide on how to set that up.
