The speed to import your data to AdWords Editor tells a little. When you 
develop your own application you aim to replace AdWords Editor. Your 
application should be using a database, and move the data into the 
database. If you don't know what a database is you better hire someone who 
does.
When the data is ready and in the database you need to move it to AdWords, 
to apply the changes to your AdWords campaigns. That may take a long time 
but the time should not be longer than the time AdWords editor needs to 
send the data to AdWords.

Indeed AdWords API has limitations. If you have basic access you get 10,000 
operations in 24 hours - check the AdWords API documentation what an 
operation is. If you exceed that you have to ask Google for standard 
access. Again, check AdWords API documentation.
You also have to work with the Google loadbalancer, which limits the number 
of contacts from a single IP address to five per second (or something like 
that). That last limit applies to everything behind that IP address, 
including end users checking gmail, other API software, AdWords Editor, 
Youtube etc.

Further, the last AdWords API workshops contained some lectures about 
reporting. One of those lectures mentioned that the processing times of 
AdWords API servers depend on the load of those servers. Rush hours and 
quiet hours (and days of week, days of month etc.) were identified.

If you have problems with your ISP consider moving all data and its 
processing to "the cloud". If you develop using Microsoft Technology then 
check Azure, they give out free processing time, storage etc. for testing 
purposes. I assume competing cloud providers have similar offerings.
