Hi Michael, I just received confirmation that this report will only show audience criterion set up via *AdGroupCriterion*. For *CampaignCriterion*, please use the CampaignCriterionService <https://developers.google.com/adwords/api/docs/reference/v201506/CampaignCriterionService> instead.
I'll add a note to the report description to clarify this point.
