Hey J, The only difference is that Basic access tokens can do 10,000 operations/day, while Standard access tokens have unlimited operations per day.
Regardless of the access level, your API usage will still be subject to the other rate limits in our Rate Limits guide <https://developers.google.com/adwords/api/docs/guides/rate-limits>.
