Hi, Are the accounts involved using invoice billing? If so, you can get the spendingLimit <https://developers.google.com/adwords/api/docs/reference/v201502/BudgetOrderService.BudgetOrder#spendingLimit> of budget orders using BudgetOrderService <https://developers.google.com/adwords/api/docs/reference/v201502/BudgetOrderService>. However, that service is available on a whitelist-only basis. If you are interested in being whitelisted, please contact your Google representative.
Even with access to *BudgetOrderService*, however, you won't have access to the *Transaction History* information in the user interface. That information is not available in the API.
