Hi, A developer token *is *required to issue API requests against *Test or Production* accounts. The only difference is that your token should be *approved* to use it against the Production account, whereas approval is not required for Test accounts.
To apply for a developer token, you need an MCC account. Steps for signing up for an MCC and applying for a developer token are outlined in the following document <https://developers.google.com/adwords/api/docs/signingup>.
