Thanks for the prompt reply.

But that does not change the fact that the list created through the api is 
not growing and it should, that list was created two weeks ago, and I know 
for sure that the remarketing tag is working by looking at remarketing tag 
details under Shared Library/Audiences. Also, by downloading the csv file 
that shows the visited urls, I can see that the url specified in the rule 
appears multiple times.
