Hi Jonathan, Unfortunately there is not. For Location <https://developers.google.com/adwords/api/docs/reference/v201502/CampaignCriterionService.Location> criteria, the ID is from a fixed set of IDs, but a Proximity <https://developers.google.com/adwords/api/docs/reference/v201502/CampaignCriterionService.Proximity> criterion uses a GeoPoint <https://developers.google.com/adwords/api/docs/reference/v201502/CampaignCriterionService.Proximity#geoPoint> that takes the latitude and longitude.
However, you can get the address from a Proximity <https://developers.google.com/adwords/api/docs/reference/v201502/CampaignCriterionService.Proximity#address> if that would be useful.
