Hi Pravin You need to have an MCC account <http://www.google.com/adwords/myclientcenter/>(not a regular AdWords account) to sign up for a dev token.
If you are already using an MCC, you won't be able to access dev token as read-only user (the AdWords API Center won't appear for read-only users). If you need any further help just let me know.
