We looked in the log and the behavior looks correct. 1 + 2 + 3 ... + 141 is over 10k operations, so the error is expected. Note, the daily limit of 10k is not midnight-based, it can be reset at different time, just every 24 hours. This explains while you still see the same error in the morning. If you need to upload this many conversions, you should apply for Standard access. -Danial, AdWords API Team.
