It is not possible to create or have AdWords campaigns on an MCC account, MCC accounts are used to accounts grouping only. You need to create a regular, non-MCC account under your existing MCC and use if for managing campaigns. Please make sure you send the correct ClientCustomerId of the account you are trying to access. -Danial, AdWords API Team.
