You can use AD_GROUP_PERFORMANCE_REPORT: https://developers.google.com/adwords/api/docs/appendix/reports#ad-group To get empty groups, you would need to enable zero impression rows as described here: https://developers.google.com/adwords/api/docs/guides/zero-impression-reports -Danial, AdWords API Team.
