Greg, As mentioned, RARELY_SERVED is *not* the representative status for what's being displayed in the AdWords UI. - SystemServiceStatus.RARELY_SERVED status may be used to influence the final status displayed on the UI, but there are many other factors that are being used to determine the final status.
