I have the same problem when trying to create MCC test account using the link https://adwords.google.com/um/StartNewMccAccount?testAccount=true. It's redirect me to a create page and make me verify the account with email, then, after click to the verify link in the email, i still see the adword page with no indicator of test account. I tried quite sometimes but to no avail.
