*levels* of an MCC are:

 you can link to a maximum of four levels of MCC above or below your own


As long as you stick to the rule on levels, the number of accounts you can 
have under a an MCC is rather high, although I don't have an exact number.

If you created the account from the MCC then by default the only user 
associated with an account is the MCC. In this scenario, AdWords won't let 
you unlink the account from the MCC because that would leave the account 
with no authorized users.
To work around this, you could grant another user Admin access to the 
account and then unlink it from the MCC.
