Hi Gavin,

You need to first upload your video to the *Ad Gallery* as described in the 
following help article:

https://support.google.com/adwords/answer/2375463

Once the video is in your gallery you can get its media ID via 
MediaService.get 
<https://developers.google.com/adwords/api/docs/reference/v201402/MediaService#get>
 as 
described in the Template Ads Guide 
<https://developers.google.com/adwords/api/docs/guides/template-ads#video_ads>
