Hello, I strongly recommend using one of our client libraries <https://developers.google.com/adwords/api/docs/clientlibraries>. These will handle creating the SOAP request for you and ensure that they are valid. For example, using our Ruby client library, I was able to generate this XML with minimal effort, which succeeds in making a request:
