Hello, I have sign up for the Adwords developer API through a MCC Account (Customer ID: 106-493-3461). Followed all the steps by adding Billing details, and agreeing to Terms, etc. Still, I get INCOMPLETE_ SIGNUP error when I try to use API's to a TEST Account (Customer ID: 237-223-9575). Can anyone please help me understand the reason for this problem. Here is my ads.properties file:

Are you having trouble entering your billing information? We do not support entering billing information or accepting terms and conditions online in some countries. If you are unable to complete the first step, then you need to contact AdWords API Compliance<https://services.google.com/fb/forms/apicontact/> and select the "I need to sign the AdWords API Terms & Conditions" option to obtain help. 3. Are you using an unapproved developer token against a production AdWords account? An unapproved developer token can only make calls against test AdWords accounts. You can make calls against a test account even before your developer token is approved, so you can get started on your application right away. 4.
