Hi, I see you have not entered billing information or accepted the terms & conditions (also part of the billing setup) on your test MCC. Once you complete those steps you should be able to use your pending developer token for requests against your *test* AdWords accounts. If you encounter further issues please refer to our error guide for INCOMPLETE_SIGNUP<https://developers.google.com/adwords/api/docs/common-errors#QuotaCheckError>for tips.
