Ok, still getting this error (QuotaCheckError.INCOMPLETE_SIGNUP) when trying to run any of the php scripts from the google adwords api lib.
My Billing info is in there. I had to agree with the terms to get the billing info in there, so that is done too! I am trying to use my pending token with a TEST MCC account. That covers about everything, and yes, https://services.google.com/fb/forms/apicontact/ has been completed. What else is there? Do I need to create yet another account to sign up for some other google service now? Is there a good doc somewhere that explains how you go from just 1 ad words account to needing 2 mcc accounts, and 2(?) adwords accounts, on top of the developer console account, and any other account needed just to use the api? Is there a clear doc / picture of this anywhere?
