Hi Ofer, This is an unusual usage of this feature, so I'm not sure exactly how to get it to work. I would expect it to work the way you mentioned (set up all the variables and then load and run conversion.js). There is also an image that needs to be loaded to the page for everything to register properly; are you including that as well?
This question is a little bit out of the realm of the AdWords API. You are able to successfully connect to the API to get the remarketing information and snippet, but then the application of the snippet on your web page is causing issues. I think you might be able to find more support on the official AdWords community <https://www.en.adwords-community.com/> concerning the remarketing feature in general.
