Hi, Location and Language can be configured as CampaignCriterion<https://developers.google.com/adwords/api/docs/reference/v201402/CampaignCriterionService.CampaignCriterion>objects added through the CampaignCriterionService<https://developers.google.com/adwords/api/docs/reference/v201402/CampaignCriterionService> .
Default bids are set at the Ad Group level (this is true when using the UI as well). The AddAdGroups.cs<https://github.com/googleads/googleads-adwords-dotnet-lib/blob/master/examples/adwords/CSharp/v201402/BasicOperations/AddAdGroups.cs#L87> example demonstrates how to set these bids.
