The sentence you quoted actually only applies to *approved* developer 
tokens.

I'll update our documentation to make that clear.

As mentioned in the Getting Started portion of that 
document<https://developers.google.com/adwords/api/docs/test-accounts#getting_started>,
 
you can only issue API requests against *test* accounts (child accounts of 
your test MCC) while your developer token is pending approval.
